How to put up windows in jeep cherokee 1995?

I have a Jeep Cherokee 1995 model and the front two [electric] windows are stuck open. They are open about 4 inches and will not go up. When I hold the button up there is no sound. None of the windows will go either up or down. We have had to use a locksmith a couple of times- if that would have any effect? What other problems, besides a fuse problem, could there be and how could they be fixed, without taking it to a shop, if possible?|||Have one of these and had that problem last year, It is the switch panel on the driver door it took alot of time and checking to run down the problem but that was it and later found that is a common problem in 95 models,The panel is plugged in by several plugs easy to change out i found my on a junker i payed 15 dollars for it good luck
