What could be wrong if all gauges on jeep stop working and then come back on after you restart vehicle?

We have a 2006 Jeep Grand Cherokee and every so often the gauges will fall to zero and the fan will stop. We can then stop the vehicle and then restart and everything is fine. When the gauges do fall to zero, we can barely turn the wheel, it almost feels like the power steering is going out. Any idea what could be the problem and the cost of getting it fixed.|||Are you sure the vehicle is not losing power completely. If you notice the power steering going out, it is an indication of the motor stopping, and not driving the belt that runs the power steering pump. This would explain your loss of instrument cluster as well.
